Commerce sales dropped 3.5% to a record $2,721.2 billion, the Commerce Department reported Thursday.
That is the lowest level since September 2012.
The Commerce Department said the decline was due in part to a decline in consumer spending, which also was down 3.1%.
The declines were more muted than the declines recorded in the prior three months, when sales fell 2.3%.
Analysts had forecast a 0.9% decline.
Sales in March were down 2.6% from a year ago, the department said.
The number of U.N. refugees arriving in the United States has fallen sharply over the past year as refugees in the U.K. and Canada flee the conflict in Syria and Iraq.
Last year, the United Nations refugee agency counted more than 1 million refugees and migrants in the country.
The United States also is losing about 5,000 jobs a day to temporary foreign workers, a trend that is likely to worsen over the next year, said Paul Mihalovic, chief economist at Bank of America Merrill Lynch.
The trade deficit is expected to remain at a high level until 2021.
The government expects the trade deficit to be around $3 trillion next year.
